Correction: HUD Publishes Coordinated Entry Requirements and Checklist of Essential Elements

This message is being sent to correct the requirement date of the Notice. Each CoC is expected to establish or update its coordinated entry process in accordance with the interim rule and this Notice by January 23, 2018; not July 4, 2017.

On January 23, 2017, the U.S. Department of Housing and Urban Development (HUD) published a Notice Establishing Additional Requirements for a Continuum of Care (CoC) Centralized or Coordinated Assessment System (the Notice) regarding the development and implementation of Coordinated Entry. HUD has also published a Checklist of Essential Elements (the Checklist) to provide communities with a comprehensive list of coordinated entry requirements outlined in the Notice as well as additional recommended and optional policy considerations.

Web-Based Start Up Training for Recipients and Subrecipients of FY2015 Continuum of Care Program Funds

The Pittsburgh Field Office is pleased to announce a web-based training for recipients and subrecipients of FY2015 Continuum of Care Program Funds.  Training dates are December 9 and 14, 2016, 10:00 a.m. – 1:00 p.m., ET.  Training is offered in two two-hour sessions and will be conducted online and via teleconference.  There is no fee for the training, but registration is required.  You must have a HUD Exchange account to register.  If you do NOT have a HUD Exchange account, please follow the directions in the following link. Registration is now open for the CoC Startup Training.

Competition Resources: Next Steps for Projects Not Renewed in the FY 2015 CoC Program Competition

As mentioned in the FY 2015 Continuum of Care (CoC) Program Competition Recap In Focus Message, many projects were not renewed and now face the extremely difficult task of finding alternative funding, downsizing, or closing. All of these providers will need to work to ensure that the people currently being served by those projects are not harmed. This listserv message provides information and links to existing resources that are available to help providers and CoCs with this process.

As is always the case, these resources will not be able to help every provider with every unique problem that presents itself during this process. If additional assistance is needed, please reach out to your local HUD field office or request technical assistance through the HUD Exchange.

Preparing for the HUD System Performance Measures

The system performance measures are a critical component to assist communities to best serve persons experiencing homelessness. As this data becomes more available and the data quality increases it will become more important in HUD’s annual Continuum of Care (CoC) Program Competition. HUD expects communities to be aware of their performance and to be striving to improve. In the coming weeks, CoCs will submit their system performance measures via HUD’s Homelessness Data Exchange (HDX). HUD anticipates opening this sometime in June and will send a listserv when the opening and closing dates are established.

HUD Announces New Coordination and Collaboration for CoCs and Con Plan Jurisdictions Guide and Video

The HUD Office of Special Needs Assistance Programs (SNAPS) is pleased to announce the release of two new complementary tools: Coordination and Collaboration for CoCs and Con Plan Jurisdictions Guide and Video for Continuum of Care (CoC) and Consolidated Plan (Con Plan) Jurisdictions, including those with and without Emergency Solutions Grants (ESG) allocations.

The guidebook and video:

  • Provide an overview of the consultation requirements.
  • Identify ways that CoC and Con Plan Jurisdictions (including ESG recipients) can effectively collaborate.
  • Discuss the benefits of collaboration.
  • Assist key stakeholders in understanding why and with whom they should collaborate.

FEBRUARY – MAY webinars will focus on HUD requirements of CoC-funded projects.

  • Webinars are open to all members and participants in the Eastern & Western PA Continuums of Care.
  • *CoC-funded organizations are required to participate in the 4 webinars being conducted from February through May, either during the “live” webinar or by accessing the recorded webinar to be made available online shortly after each webinar.

The JUNE webinar will focus on the SOAR (SSI/SSDI Outreach, Access, and Recovery) program. SOAR is considered to be a best practice for increasing access to disability income benefits.
